Asi ti neběží polkit daemon (proces polkitd) - zkontroluj to v Sledovní systému.
Pokud ne, podívej se zda máš nainstalované balíky polkit a polkit-common
Dále se podívej zda máš soubor
/usr/share/polkit-1/actions/com.ubuntu.pkexec.synaptic.policy
