tuxracer je starej, navic to musis kompilovat. nove se tato hra jmenuje planet penguin racer, najdes ji primo jako balicek v repozitarich. podrobnejsi navod na instalaci najdes zde:

jak říká Ripper. kdybys trval na tuxracerovi, tak configure skript ti na poslední řádce sděluji že ti chybí Tcl knihovny (devel verze)

Já bych ti radil to že pokud nevíš co znamená takovýto jednoduchý řádek:

configure: error: Cannot find Tcl library

tak se nepouštěj do kompilácí žádných zdrojových kódů a vyzkoušej planet penguin racer přímo z repozitářů.
